Atty. Severo C. Madrona, Jr. is Of Counsel at Delloro & Saulog Law Offices, lending the firm his expansive expertise in law, public administration, governance, and education. A technocrat, historian, educator, and legal scholar, he brings decades of experience in both public service and academia.

He currently serves as City Attorney of Pasay City, a position he has held for more than a decade, where he oversees legal matters involving local governance, procurement, public-private partnership arrangements, and administrative law. Concurrently, he is the Dean and Professor of the College of Law at the City University of Pasay, and a professorial lecturer in law, history, and public administration at various universities, including the University of the Philippines Diliman, Ateneo de Manila University, and De La Salle University.

Atty. Madrona holds multiple advanced degrees from the University of the Philippines Diliman, including a Bachelor of Arts in History, Bachelor of Laws, Master of Arts in History, and a Doctor of Philosophy (Ph.D.) in History. He also earned a Master of Laws (LL.M.) from San Beda Graduate School of Law and is currently a Doctor of Juridical Science (JSD) Candidate. He is likewise a Doctor of Public Administration Candidate at UP NCPAG.

Further strengthening his international academic profile, Atty. Madrona served as a Research Fellow at the Edward S. Ageno School of Business of Golden Gate University in San Francisco, USA.
