The Supreme Court(SC) has issued today, 20 April 2020, OCA Circular No. 91-2020 addressed to all judges of the first and second level courts regarding the Release of Qualified Persons Deprived of Liberty.
The circular was issued by the SC recognizing the continuing congestion of detention facilities, which risks the Persons Deprived of Liberty (PDL) of being afflicted of the COVID-19 virus.
