Managing and Founding Partner
The Managing and Founding Partner, Atty. Alder K. Delloro is a former Assistant Cabinet Secretary under the Office of the Cabinet Secretary, Office of the President of the Republic of the Philippines. He was tasked to ensure that the directives and policies of the President of the Republic were carried out and followed through by the various concerned departments, bureaus, agencies and boards across the government bureaucracy.
While growing his legal career, Atty. Delloro ensures that he finds time to pursue his passion for teaching. He is a Professorial Lecturer in the National College of Public Administration and Governance at the University of the Philippines Diliman where he teaches Ethics and Public Accountability, Administrative law, and Public Administrative System. He is also a law professor in the College of Law at the City University of Pasay where he teaches Persons and Family Relations, Wills and Succession, Partnership, Agency and Trust as well as Civil Law Review I. He is likewise a Professor and former Dean in the College of Business and Accountancy at the Calayan Education Foundation, Inc. where he teaches Leadership, Marketing, and Strategic Management,
Atty. Delloro is a graduate of San Beda College of Law where he served as President of the Law Student Government. He was likewise the President of the Association of Law Students of the Philippines in the National Capital Region. He received his Bachelor of Science in Management Major in Communications Technology Management from the Ateneo de Manila University with a full scholarship grant. He took up Real Estate Management at the School of Professional & Continuing Education under the consortium of the Chamber of Real Estate Management and Builders Association, Inc. and De La Salle. Atty. Delloro is a Licensed Real Estate Broker and Certified Property Valuator/Licensed Real Estate Appraiser (7th Placer) both under the Professional Regulation Commission.
Atty. Delloro has completed his Master in Business Administration (MBA) from the Joint Program of the Ateneo de Manila University Graduate School of Business and the Regis University of Colorado, USA where he has been a consistent Dean’s Lister qualifying him to earn a Gold Medal for Academic Excellence, the highest distinction given to an MBA graduate. Atty. Delloro has also obtained his Research Fellowship at the Edward S. Ageno School of Business from the Golden Gate University in San Francisco, USA.
Atty. Delloro is a Doctor of Public Administration Candidate at the National College of Public Administration and Governance, University of Philippines Diliman where he finished his course works with a general weighted average of 1.0 out of 1.0 earning him a Dean’s Medal for Academic Excellence. He is currently writing his doctoral dissertation entitled “The Role of the Judiciary in Environmental Regulation: The Case of Climate Change Justice in the Philippines.”
Atty. Delloro has likewise been actively involved in numerous international conferences for Public Administration and Governance as well as Policy Studies having delivered his paper presentations on various topics in China, Vietnam, Thailand, United Kingdom, United States, South Korea, Spain, and the Philippines.
Atty. Delloro is a member of the Integrated Bar of the Philippines, Philippine Society for Public Administration, Asian Association for Public Administration, Philippine Association for Public Administration (PSPA), Eastern Regional Organization for Public Administration, American Academy of Financial Management Association (AAFM), Association of Certified Fraud Examiners (ACFE), Chamber of Real Estate Management and Builders Association (CREBA) and the Philippine Association of Real Estate Appraisers (PARA).

Bernard Raymond T. Saulog

The Senior Partner, Atty. Bernard Raymond T. Saulog is a former Junior Partner of Belo Gozon Parel Lucila and Asuncion Law Offices, a former Senior Partner at Manalaysay Saulog Perez and Fox Law Offices, and a former Senior Partner of Calleja Saulog Law Offices.
He has been engaged in law practice for more than twenty-five (25) years and has gained extensive knowledge and experience in the fields of Civil Law, Criminal Law, Taxation Law and Corporate Law. Through all that time, he has likewise served as Corporate Secretary and Director of two family-owned businesses, Dagupan Bus Company, Inc. and Saulog Transit, Inc. Notably, Atty. Saulog is likewise a former Associate of SyCip Gorres Velayo & Co. where he gained his expertise in Taxation Law.

Severo C. Madrona, Jr.

Atty. Madrona is a technocrat, historian, educator and lawyer. He specializes in local governance, procurement laws, privatization, public-private partnership arrangements and education law.
Atty. Madrona is the City Attorney of Pasay City, a position which he holds for more than a decade. He is likewise the Dean and Professor of the College of Law, City University of Pasay. He is also a published author and concurrently a professorial lecturer teaching law, history and public administration subjects in various universities such as the University of the Philippines Diliman, Ateneo de Manila University and De La Salle University, to name a few.
Atty. Madrona studied at the University of the Philippines Diliman where he earned his Bachelor of Arts in History, Bachelor of Laws, Master of Arts in History and Ph.D. in History. He is also currently a Doctor of Public Administration Candidate at the National College of Public Administration and Governance in the same University.
With his relentless passion for learning, Atty. Madrona also earned his Master of Laws (LLM) degree from the San Beda Graduate School of Law and is currently a Doctor of Juridical Science (JSD) Candidate in the same University. Atty. Niccolo J. Villasin (+)

The Senior Counsel, Atty. Niccolo J. Villasin is a former public servant and three-termer Board Member of the Provincial Government of Leyte from 2010 to 2019. He is an advocate and specialist of local governance, the government procurement reform act, and public accountability laws.
Prior to his life in public service, Atty. Villasin was a Junior Partner at Delloro Espino & Saulog Law Offices and previously a Junior Associate at Chavez Miranda Aseoche Law Offices. His professional experience in the law practice provides him with the perspective and expertise of a seasoned advocate both as a trial lawyer and a corporate attorney.
Atty. Villasin earned his Bachelor of Laws and Bachelor of Science in Management, Major in Marketing from the San Beda University. Deanna Maria Rachel S. Calayan

The Senior Counsel, Atty. Deanna Maria Rachel S. Calayan is a staunch advocate of Education Laws and Reforms in the country being an educator and a school administrator herself from the inception of her professional life. Atty. Calayan is currently a trustee and the Vice-President for Human Resources and Legal Affairs of the Calayan Educational Foundation, Inc. (CEFI), the biggest and fastest growing paramedical school in the Province of Quezon.
Atty. Calayan hails from a family of professionals and educators. Her grandfather, the late Dr. Emeterio Calayan, Jr. together with her grandmother, Dra. Josefina Calayan, the Chairman Emeritus of CEFI’s Board of Trustees, founded CEFI in 1973. Her father, Atty. Ronaldo Calayan is the Chairman and President while her mother, Dr. Maria Susan Teresita Calayan serves as a trustee and the Vice-President for Academic Affairs of the school.
